Preheat oven to 350°F. Place liners in 24 muffin cups.
Beat cake mix, water, egg whites and vegetable oil in a large bowl with an electric mixer at low speed until moistened, 30 seconds. Beat on medium speed 2 minutes.
Pour half of the batter into another medium bowl (about 2 cups). Add a few drops of green food coloring to one bowl of batter and a few drops of blue to the other bowl of batter; stir until blended and desired color is achieved.
Layer green and blue batters in muffin cups, filling about 2/3 of the way up. Bake 16 to 19 minutes, until toothpick inserted in centers comes out clean. Cool completely.
Frost cooled cupcakes evenly with frosting. Pour green and blue sugar in small piles on a plate. Make sure the piles are touching but try not to blend them together. It’s easiest if you just do a little at a time and keep adding to the plate as needed. Dip frosted cupcakes in sprinkles and enjoy!
